In Katowice, in the presence of the EU Commissioner for Research, Science, and Innovation, Carlos Moedas, Vice Prime Minister, Jarosław Gowin, and Minister Jadwiga Emilewicz, the Upper Silesia-Zagłębie Metropolis and the Polish Development Fund signed an cooperation agreement on implementation of unmanned aircraft pilot services within the Upper Silesia – Zagłębie region followed by promotion of their experiences in other local government units and cities.
The first pilot services are to monitor smog, illegal landfills, shipments and supervision and monitoring of infrastructure investments. In early September this year, the Civil Aviation Authority (ULC), Polish Air Navigation Services (PAŻP), and the Upper Silesia-Zagłębie Metropolis (GZM) jointly established a Central-European Drone Demonstrator (CEDD). The agreement signed as of Wednesday is another step to integrate the institutions and accelerate the development of unmanned aircraft services in the Upper Silesia and Zagłębie Dąbrowskie region as well as nationally.
In October this year multidisciplinary teams will commence works aimed at developing the unmanned aircraft (UA) service specification, procedures, budget and identifying and resolving the existing legal and infrastructural obstacles. The next stage will consist in commissioning and implementing pilot services. Experienced gained throughout the project will be summarised in guides on implementation of UA services addressed at towns, cities, and local government units in Poland. The activity is being executed within the scope of the Żwirko and Wigura Flagship Programme.
The Minister of Enterprise and Technology, Jadwiga Emilewicz, present at the signing of the agreement said: “Drones are the future, it is a huge emerging market. Poland does not want to be a mere consumer of these technologies, we want to create them. The unmanned aircraft pilot services implemented in the Upper Silesia- Zagłębie Metropolis will undoubtedly help us attain this goal. These projects will also effect the strengthening of cooperation between businesses and local government units for the benefit of both parties. Efficient tools aiding towns, cities, and local governments in carrying out their statutory tasks will be created. The demand for services that is necessary for the development of companies in the industry will increase.”
